Hugo makes it unlawful to stop, stand or park any vehicle or trailer on any city street between 2:00 a.m. and 7:00 a.m. from November 1 until March 31. At any time of year the same 2:00 a.m. to 7:00 a.m. ban applies after an accumulation of 2 inches or more of snow, until the snow has been plowed or removed to the full width of the street. A trailer may not be parked on any street for more than 72 consecutive hours, and the city says it may remove any obstruction in the right-of-way without notice.
