St. Paul homes, and what that means on the day.

Older than Minneapolis on average, and the buildings show it: Summit Hill and Crocus Hill Victorians with three floors and back stairs, Mac Groveland and Highland Park bungalows and 1920s apartment buildings with no elevator, the East Side and West Seventh with small houses on narrow lots and alley access, Lowertown lofts in converted warehouses with freight elevators, and the newer apartment blocks along University Avenue and the Green Line. Some neighborhoods are residential permit parking areas, where a vehicle without the area's permit can be ticketed or towed.

A three story Victorian is a stair job from top to bottom, and the back stairs are usually too tight for anything larger than a nightstand. Downtown, the loft buildings want the freight elevator reserved and a certificate of insurance on file, and some limit moves to business hours. On a residential street, holding the curb for the truck takes an obstruction permit for parking lane use from Public Works, and on move in and move out weekends near the colleges it is essential.

Parking, permits and buildings

Getting the truck to the door in St. Paul.

When St. Paul declares a Snow Emergency, which it often does after snowfalls of 3 inches or more, parking is banned from 9 p.m. that day on streets signed Night Plow Route and on all of downtown, and from 8 a.m. the next day on Day Plow Routes (streets or sides of streets with no Night Plow Route signs) until they are plowed to the curb. Ticketing and towing apply for up to 96 hours. City code lets commercial vehicles and vehicles over 10,000 pounds stop on streets in or next to residential districts only while actively and promptly loading or unloading. Placing a dumpster, storage container or other object in the street, parking lane, sidewalk or alley requires an obstruction permit from the Public Works Right of Way Permit Desk, applied for in the city's PAULIE system. Dumpster permits must be obtained by a licensed dumpster company. Residents can also request a meter hooding permit to reserve part of a metered parking lane.

Based on the city's own rules as of September 2026. City rules change, so check with the city before move day.

Questions

Moving in St. Paul: common questions.

What happens to street parking for my move if St. Paul declares a Snow Emergency?
Parking ends at 9 p.m. on the day it is declared on signed Night Plow Routes and all of downtown, and at 8 a.m. the next day on unsigned Day Plow Routes until the street is plowed to the curb. Tell your coordinator if a Snow Emergency falls on your moving day so the truck plan follows the plow schedule.
Do I need a permit to put a dumpster or storage container on a St. Paul street?
Anything placed in the street, parking lane, boulevard, sidewalk or alley requires an obstruction permit from Public Works. No permit is needed if it sits entirely on private property. For a dumpster, the licensed dumpster company applies, because residents cannot apply for a dumpster permit directly.
Can the moving truck park on my residential street in St. Paul?
City code allows commercial vehicles and vehicles over 10,000 pounds to stop on streets in or next to residential districts only while they are actively loading or unloading.

Pick only the parts you need.

Each of these is available on its own. Plenty of people book loading and unloading only and drive the truck themselves.
